Wheres the wine??

Is there any benefit of putting a cog belt set-up on a Roe S/C? Is the reason its not on there is to keep it quiet? I was just wondering what makes the actual whinning sound on some supercharges that you hear at the track? Would a Roe S/C whine if you put a cog belt system on it?
