There are standard torque tables for all bolts by size, heat treat and thread pitch. The Service manual has this table near the front. Some applications recommend oiled threads and reduced torque values.
There are usually a minimum of 3-4 contact points for each lamp in the pod. Assuming 3, one will be fixed with some swivel freedom, then you will have one for L/R and another for U/D.

You can try some Red liquid bearing mount. If it doesn't hold, or if you have to disassemble at anytime in the future it will require torch heat. That will probably ruin the wishbone and require another.
Could be your vapor canister purge system. Up until around 2000, they were mounted under the drivers's side headlight. A small black plastic line runs along the frame horn and jumps across behind the steering pump. It connects to a tee behind the alternator - so check for loose connectors...
Remove the blower inlet housing on the passenger side. Should be 2 screws and 2 bolts. A long extension and a u-joint make it easier to access the rear 2 plugs on both banks. Keep track of the plugs by cylinder and look for anomalies to investigate further.
