Ralph's presentation at the IL VCA (and a southern region) said that 6 of the top 7 requests were fulfilled. #7 was paddle shifters, which we now know it doesn't have. One of the others was to keep the car under $100k. I'm assuming that's a stripped down SRT Viper with no options.

A quick search will tell you this is a VERY common issue with Gen 2's, the later the year, the more common the problem. As they added features every year, it required more wiring - but the amount of space in the door remained the same.
I have it on very reliable authority (actually two sources) that the entry-level will be attainable for under $100k. As always, the options you choose will determine final price.
When I read the article I too wondered what criteria they used for the data. There must be some official reporting that they're pulling from, and it probably has to do with the timing of the paperwork. Maybe February really covers mid-January through mid-February.

It looks nothing like that. It's such a bad photoshop...how the heck are you supposed to open that hood when the badge is covering the gap on both the hood AND the front fascia?!
Porcelain? I've heard of VCT (Vinyl Composite Tile), but I would think porcelain wouldn't handle loads well - especially when raising via jack/jackstands or installing a lift. May have to look into it...
