I have HID's in mine and it still isn't as good as it could be.
What are you using to reseal the housing?
Just get a small roll of vinyl to match and wrap your stock letters. It will be very time consuming but it will work just take your time and use an x acto knife and a heat gun to cut and work it into tight spots.
I've done it before on other emblems. Works good if you have the patience for it.

I removed the hood pad from my 2000 Dodge Ram and anytime I turn on the HID's I get static on the radio. Would a hood pad help this issue or is it just the HID's?

From what I remember reading is that once you remove it from the cowl it's basically not usable again. I don't remember if anyone makes a replacement either. I hope they do because i plan to have mine painted this winter.
