    I think you're right it was probably done while breaking the bead they were prying under the rim to loosen the tire and cut into the sidewall with that bulge on the bead, the tire will never seat or may leak slowly send them back and get a refund for shipping and all other costs

    I would recommend ceramicoat before the fiberglass wraps the wrap will eventually trap moisture on the surface of the steel and corrode and rust the metal the coating looks 100Xs better as well

    the fuse holder could be the problem it the wire reduces down or you just have it connected with a butt splice or bad connection just because a connection/wire reads good continuity doesn't mean it will flow the amperage you are pumping
