Check the hard vacuum lines just under the cowl in the engine compartment. Sometimes they'll slip loose and one of those is what open the flaps to direct the cold A/C to the vents. I had it happen on my '96 RT once before.

There is no OEM lock feature for the '96 sliding windows. I'm also not aware of any after market pieces other than buying different windows. I've never really worried about the security neccessity of a lock. Most of the time the top and/or windows are out...
A short shifter will help. I could see it helping the later GenII cars more as they seem to have a taller shifter with the ball on top and a longer throw. The GenI cars and earlier GenII cars had the shorter shifter and knob.

I've seen pictures posted here of this installed. It was by a guy named Vip-RT10 from Florida I believe. I thought it came from a company called Exotic Wood Dash, but checked their website and they only have a Gen2 kit listed.
