1995 viper running issues

Hi here in Mesa Az
I have a 1995 rt10 dodge viper issue I was wondering on ideas .it sat for about 1yr with a full tank of gas and some sea foam .issues I’m having it was having a hard time starting I would have try 3 or 4 cranks and some time I’d have to dis arm the alarm ,horn would start to go off after multiple try’s cranking the car over even when I did the key on off 3 times to prime the fuel pump after it started in ran fine
So I decided to change the battery it is a costco battery I did try a different auto zone gold battery nothing changed I ran some cleaner chevron tech Ron and and some injector cleaner after doing that car started to run rough so I siphoned the gas and put new gas in it. Chevron 91%.
Still running rough so here’s a list of what I’ve done and it’s still running rough
New standard champion plugs
New plug wires
Oil change
New fuel filter
Both up ward O2 sensor
When I turn the key I do here the fuel pump activate I’ve put a screw driver to the fuel injector and there clicking correctly I’m wondering if they could be clogged or if there’s any other sensor that could be causing this
What I thought I had done with to much fuel cleaner was foul the plug but they where not fouled I don’t seem to have any check engine lights on the dash board
If there’s any club member in Mesa with an obd1 reader that would be great
If you guys have any ideas or thoughts I’d sure appreciate it

Sounds like the PCM/ECU might need to relearn. There are a bunch of write ups on here about diagnosing and working through the fix for that.

Hi so when I looked that up I found that I have to take the positive side of the battery cable off leaving the negative cable still hooked to the battery and ground it out ?
So to ground it out what’s the best way to do that and thank you for the help I sure appreciate it

That is correct. Also, Double check that you didn't cross any ignition wires. Do you have a Service manual? If not, I sell them once in a while...............:D

Does it appear to be mis-firing OR is the idle real low and wont Idle?
Did you try taking it for a ride to see if it clears up?

Hi so I take the positive battery cable off and ground it out made sure the battery cables where very clean even took the negative cable off the frame cleaned that took for ever to start horn and alarm would go off once I got got it started it was rough but stayed running
And now I have a check engine light
On and have know way to check that as know one has an obd1 reader

Hi so I think I figured the codes by doing the key three times and counting the flashes let’s hope correctly :) I think it’s
12 and 51 12 seems to be I discounted the battery and the computer is telling me that and 51 says lean fuel
I’m hoping it’s a fuel injector issue or something a lot easier than the fuel pump any thoughts would be welcome

hi well it’s starting to look like fuel pump so does any body have any thoughts on the best way to go
With out spend 2500 parts and upwards of 2000 labor thanks

Hi 23 pressure reading .I have a 1/4 tank of gas in there as of right now
And I can get it to start takes a bit
And after 3-4 cranks the horn starts to go off and I have to disarm the alarm
That seems strange. when I hook up the
Fuel pressure gauge and just turn the key even though I hear the fuel pump come on there’s no pressure reading
I had to rent this fuel pressure gauge from Napa and I double checked it on my dodge ram1500 truck and it worked went right up to 50 pressure. I'm hoping there’s someone out there that has a way to rebuild the fuel pump or some other great idea. I'm still going to take the fuel injectors off and have them cleaned.. I do appreciate and thank everyone reading this thread and throwing out ideas
I have to say chuck tator in NY is one of the nicest and helpful person and just a great guy .New Yorks lucky to have him :)

Do you have a bidirectional scanner where you can use it to turn on the Fuel Pump? Also make sure you are getting full 12 volt power at the Pump.

Chuck had my 96 for 4 days (didn't have the time to do it myself) replaced all the know bad 96 gaskets and seals and changed thermostat to 180 deg. Car is dry as a bone now

Hi OP, I also have a 95 RT10 and I was having the starting issues as well. I had to prime the pump 2 to 3 times before even trying to crank it.
The job of taking the fuel tank out is fairly easy just a pain in the ass but you will be fine if you are mechanically inclined. There are a lot of write-ups about doing it and even some YouTube videos.
My issue was finding a new Fuel Pressure regulator but Havok sells them at a reasonable price. While I had the tank out and the fuel pump assembly, I replaced everything I could so I wouldn't have to do this again. New pump, fuel lines, regulator, fuel filter.
After doing all that the car runs like new now, first crank everytime.

Hi thank you yes I will replace any and everything I can during the process
I can do some mechanical things for sure but getting older and don’t have all the killer tools :):) will be a problem I did watch a video on it seems reasonable ill have to start trying to find all the parts.. I do want to say thank you again to all the responses and ideas everyone is throwing out there I have learned a lot. everyone here has been great… I was hoping to find a viper owner here in the Mesa Az area that possibly has an OBD1 scanner that can check that voltage to the fuel pump some one earlier had said to do

Just check the Voltage with a meter when cycling the key to make sure you are getting FULL voltage.
Can do this without an ODB I reader. OBD I does not support bi-directional communication to turn on the Fuel Pump Circuit like OBD II can (OBD II uses CAN).

thanks having said that how would I go about doing that and lets say it’s getting or not getting 12v let’s say it’s not getting 12v could that mean it’s possible not the pump and something else

If your getting less than 12 Volts (and your battery if fully charged), its possible thats the reason for the low pressure. Not saying this is the case but if it were me, I would check it before ripping the car apart. I believe the fuel pump in your year is controlled by an upstream relay.
May want to check where that relay is plugged in to make sure you dont have any suspect / burnt connections.
