Thanks all! My buddy uses a program that creates HDR (High Dynamic Range) pics.... you can get it here. HDR photo software & plugin - Tone Mapping, Exposure Blending & HDR Imaging for photography

Basically you take a few pics with different exposure rates, and they composite them to create these types of pics. There is a ton of tinkering you can do to make all types of looks. Its really cool.
