I'm not sure how much + or - horsepower is needed to feel, but I will say this: When I turn the AC on, I notice a difference. And this is only supposed to drop 10 or less HP. And it's not in my head... The tires are harder spin from a roll, etc... Given, it is not a huge difference, but something I can feel.
