Front fascia color question....

Someone told me that the front fascia should be (in my case) blue and white until it gets to the 1 1/2 inch air dam that should be BLACK, is this true?
Mine is blue all the way through. Has it been repainted or is the black lower part only on certain years?

It definately should be blue...I have bought two new 96's and I was at the factory when they were making the 96's.

so there is no question it should be body color.
