Fuel filter

I understand there is a special tool to help in replacing the fuel filter. Is this a special tool in the sense of Chrysler/Dodge tool, or would any good mechanic have this tool?

Any tips in changing the fuel filter?

I bought what they said was the special tool and you can have it. You don't need one IMO , just compress the black tab all the way to the snout of the filter and it should come off.

The space is very tight to disconnect the top fuel line.
Be careful and don`t break the plastic ring.

Otherwise you will end-up like this:

Bleed the pressure at the Schrader (spelling?) valve on the intake manifold, and it won't matter how much gas is actually in the tank.

Anaconda has a good idea, bleeding the pressure off also makes it easier to disconnect the filter. When you have pressure in the system, that pressure pushes the line and filter apart and makes the tabs harder to displace.
