How to adjust parking brake on 97 GTS?

I just failed inspection because my parking brake won't hold the car. I can't find my shop manual that I remember did have instructions for adjusting the parking brake. Does anyone know how to do it. I remember it involved taking off the center console, but can't remember how to adjust it. Anyone?

Hope it's not the calipers - they supposedly take up the slack, not the cable.
