Teleprompters, trust me, I was seated not too far away, and that's our man Wolfgang, ex head of Mercedes AMG, now head of PVO and the biggest Viper booster you can find, he had 1500 friends in the the room, no need for bullet deflectors! We gave him several standing ovations!

Those things are always teleprompters. I think the "bullet deflectors" you are thinking of for dignitaries are also tele-prompters. I know what you're thinking of and they're not bullet deflectors.

As for the angle being steep - nope, they are exactly right. The panel needs to be at exactyl a 45 degree angle with respect to the teleprompter base. Look at his eye-level, then look at the base where the screen is - it's at exactly a 45 degree angle with respect to both.

They are tele-prompters in both cases (VOI and the President).
Many years ago I used to work for White House Communications Agency and traveled with the President quite often. On a few occasions I even helped feed the speaches (this was before the days of the portable computer so you had to put pieces of paper on a belted device that fed them under a camera and them projected them to monitors at the base of the reflective pieces you see in the picture).
