Is this bad?

Today while looking around the car I noticed two things that I've not really paid attention to before.

First thing is in the driver side knee bolster. There is something sticking out (see pic) what is this and what is it used for?

Second thing is the spark plug cables, I swapped them out about 6k miles ago and they have some brown stuff coming out of them (see pics). Is this normal or do I need new cables....

please enlighten and advice me...

With regards to the plug wires, it looks to me like the glue that was on the inside of the heat shrink when it was made and provides a good measure of environmental sealing has melted more and come out the heat shrink. Nothing to worry about.

I added an engine start button to my dash and repositioned the power mirror joystick switch to a similar location...

Looks like the dash was recovered and maybe the seat adjuster knob wasn't re-installed.

The knob is to adjust your pedal position. It's missing the black plastic knob to turn it. Wires look fine, just the heat shielding is dis-coloring.

What GenII Viper came with a red interior?

The interior is out of Antons white viper. Good to know it's for adjusting pedals, I'll go home and try to adjust them today. Thanks for the input.

I installed new plug wires too and they did the same thing as yours within 10 miles... Same Mopar ones.
