We could try driving with a rep system.
Everyone could drive with a paint ball gun. When someone does something stupid, whip out the paintball gun and give them a shot or too. When a Cop sees a car with more then 4 paint ball colors, he or she could pull them over and write them up for being a nuisance on the freeway.
5 such tickets and their license is for up for review.....

Think of how therapeutic it could be as well as stimulate the economy with all the of the Paint balls and Paint ball Guns that would be sold.
