It's the guy pushing the buttons that makes a good edit, not the program. Any decent editing program will do this (final cut, premier, avid) Actually, most basic editing programs are enough to assemble something like this.
Ahh, lemme see here....Full burnout starting from the shoulder of the WRONG side of the road, sideways slide across the center line and some more burnout through the gears, followed by another burnout started on a dead end street but full throttle through an intersection. Maybe we need to change the rule to exclude dumba$$ stuff done on the street even if you are by yourself. ......Removed, please note for the future twister.
