Need tire help! And how bad are old tires….
I have bought 4 wrecks from guys driving on 10+ year old tires. It is stupid. You own a Viper, step up and get a decent set. Conti Extremes are a great all around tire. R888Rs are awesome for the curvy roads- 99RT10GTS

VEC-2 and stock PCM
Typically a PCM is $1000-1500 depending on the year. You can eliminate the Vec, they have been known to fail, but if working properly, it is making more power than the stock PCM can do. Get a dyno check done.- 99RT10GTS

Without windows on a Gen 1, you will have issues if you hit any rain. Stock windows do not seal- 99RT10GTS

cheap wheels/tire options for storage?

Bent Exhaust Valve - Again
That doesn't look terrible. I would clean it off and make sure it is not cracked. BTRs would be an upgrade. A set of Ported heads(That I am selling :D) would also be a REALLY good idea.- 99RT10GTS
