If you review the income for the VCA v their charitable contributions over the past four years, you'll find income of 3+ million! and charitable contributions of less than 2 thousand. A shameful record that needs to be addressed with the new BoD.
I would think that any succession would be covered in each of the individual club's bylaws. In some cases the club will continue to operate. In other cases dissolution maybe the end result.
