How are the two related Chuck?
One is a street car and the other is a race car sanctioned to run in specific series.

There are some pretty serious upgrades to the 8.4 motor. Is it cost effective to continue using the modified 8.3 for the CC or cheaper to go with the new motor?

I see your question, but remember Dodge Racing will have to have their CC changes homlogated for the racing series that the CC is eligible for. Race cars are built for a series. No pro series, no serious race car. The World Challenge CC's have many restrictions on them at this point. Dry sumpimg the CC motor wouold be the best thing Dodge Racing could do for the CC. Adding another 90 HP could be a step back as more restrictions would be added. Major changes to a vehicle need to be thought out carefully, less you'll have a world class race car sidelined because it has no where to run. The same thing happened to the CC for Grand Am Rolex Series. It's still not legal to run the CC. Who knows, the CC may not be produced for 2008 as I don't think 2007 models have been built yet.
