It depends on what's important to him/her.
A)1999 has forged pistons and lumpier cam + Koni shocks
B)2000 early cars thru March 14 also have Koni shocks as well. Larger capacity oil pan. Some very early 2000 cars had issues with oil burning due to a special cylinder liner. The liner wasn't really the problem but break in procedures were.
C)2001 ABS became standard, all cars have the new shocks, these shocks are considered very difficult to tune.
D)2002 Similar to '01 cars
If colors not important than it comes down to ABS or Koni Shocks. If serious supercharged mods are a potential than '99. Is it for track use? Collectability, street use both? Need more info
This I can't stress enough....Chrysler Extended Warranty..those ACR parts like the shocks will eventually leak at low miles $$$$$$$$
