I think you have that the other way around. The external pressure should be lower than the internal pressure at high speeds. That is true, but as I recall from the old board, the car was running in the Silver State Classic and had some build up or something stuck in the sides that blocked the air completely from escaping. ViperWare's cover does have some clearance and should bring that point of reaction up to higher speeds, though I am not willing to try that theory out.
So I guess the moral to this story is, if you're going to be doing way over 100MPH on the highway, don't get a cargo cover and make sure the vents are clear every so often.
edit: After Jason's post below, I thought I should add that I have his cover and I have taken the car over 150MPH with no problems.
