how to remove steering wheel tilt lever gts

I'm removing the dash on my 96 gts, and before I begin, want to fully understand how to disassemble. That said, the only area that I question is the steering wheel canopy. How do I remove the tilt lever to get the upper portion off? Does it simply push through the slot with the lever and handle in place, or do I remove the tilt handle some how? I don't want to run the risk of scratching or breaking something, and apologize in advance for such a basic question. Any tips would be great. Also I assume painters tape on the a pillars will prevent scratching on dash removal, and won't pull the smooth paint off when done?
