Is there insulation inside a gen1 sill?

Guys, It has been a long time since I removed my 95 side sill exhaust covers. Is the insulation sandwiched between the heat shield with the rivits going all the way through or is there just the heat shield? Come to think of it, the heat shield might have insulation built into it.

Short answer YES..... made of NOMEX in fact

I have a set of '94 heat shields (the stainless steel sheet metal, not the foil-nomex-foil layer) that are... uh... available.

That is how I remember. Sill...then foil insulation which has the nomex inside...then a sheet metal type shield.
