That is what the rule states and it's highly recommended. However, I don't believe it's strictly enforced. Balaclavas are inexpensive and should be available for sale at the event.
There were several drivers at the Viper Days event at Willow Springs that had moustaches, and were not wearing Balaclavas. I believe the rule is intended to provide someform of Nomex protection in the absence of a Snell rated helmet. Invest in a good quality Snell rated helmet. After all we're talking about your head here. Don't skimp out on protection for your melon
