Lots of bells and whistles type of site?
Ecommerce site?
Information type site?

No expert, however, I can possibly help if it's not one of the top two categories

If you are trying to do it yourself, and it is your first time, you may want to try WordPress. It is about as easy as it gets.

I knew nothing about managing websites but ended up taking over a car website for a friend. The guy he had before was not quick to make changes and was not a car guy, so he suckered me in to doing it. I am still learning but WordPress allows you to take baby steps. There are limits, you start by choosing a "theme", once in that theme there are some things you can change but it is not truly custom. Which for a beginner is a good thing anyway. The themes are many and are updated often, some are pay but many are free, so you should be able to find something close to your vision. Also, you can change themes at anytime, just download a new one and apply it.

Lot of support on Youtube as well.

Also,

Save yourself a lot of headaches and create your own pictures and content. I had a professional photographer do a several hour photo shoot so I had lots of content/ source pics to choose from. It was not cheap but then you have your own stuff to use and don't have to worry about copyright issues.

For about the cost of a decent set of wheels, you can have a pro website developed. If you don't want it to look like cheese, hire a company that's gonna take the time to do it right.

Some of those professionals ...... Are horrible

I'm sure. You have to see a portfolio of their work, get an estimate, and pay half down and the rest at completion. My web guy had a slew of themes and examples of work they had done for similar companies same day. They were very available and patient while we pieced together content and added additional things like testimonials, spam protection, Facebook links, BBB links etc after going live.

The CC might be needed due to the fact that you also have to secure the webhosting services. This is mandatory since you also have to pay someone to host the site, whether that be HostGator, Go Daddy, Arvixe, etc...

You may want to try and find someone locally on craigslist. They can meet with you and either train you or do the site for you. I payed someone I met one time, about $100, to get me off and running. From there I took it over on my own. What was nice is that once the site is up and running you really don't have to do any more to it but appply updates and flesh it out as you see fit. There are a TON of youtube videos to teach you how to do general stuff or something specific.

If you have the coin then by all means hire someone, but if you can possibly do it yourself then you will be quite surprised at how easy it is to do the basics.

best of luck.
