Emissions sytem warranty (specifically cats)

What is the warranty on the emissions systems on our cars? I thought the warranty was federally mandated not left up to the manufacturers. My drivers side cat is rattling like the insides have broken loose.

A. is this still under any warranty at 16,000 miles?
B. What is the best way to replace these? Options?

i think its 8 year 80k warranty federal

If the dealer won't honor the federal warranty, contact Chrysler directly. I had an unfortunate dealing with a shady dealership that Chrysler ended up refunding me directly.
