On my 02 gts i notice sometimes while im driving along that my lights in the dash and headlights all of them seem to have a small quick pulsate to them. But only does it every now and then... New battery and volt gauge is up good drops a little at idle but i would think thats normal..

My 03 had a recall for lights that would go off for seconds at a time. The dealer had to "reflash" the computer.

As a starting point, remove relays and fuses and re-insert. Probably not the problem as each set of lights has fuse and relay.

Your problem is probably the switch. I'd try the connector and visually inspect the headlight switch. If you had a spare I'd switch it.

Do that happen with the A/C on or off?

If the A/C is on is quite normal to have a brief voltage drop, and therefore a brief dimming of the lights, when the A/C clutch kick in.

no i dont use te ha/c never got it charged up yet, but ya at night time i can notice pulsation in them its very small its all my dash lights and headlights prob tails too, volt gauge stays the same when its doing it. It almost seems like the altenator is over charging lol as crazy as that sounds...

I doubt that the volt gauge would react fast enough to show a very brief voltage drop or spike.
You could connect a digital voltmeter to the cigar lighter circuit and see if the lights pulsation corespond to a voltage change.

Whne you say that you don't use the A/C, in which position is the right dial when that happen?

The very early 96 GTS Coupes had a TSB recall for weak/flickering dash lights. Mine had the problem. Somehwere around here there's a TSB compilation you could search.

I had a 02 Prowler that did that...

It was a bad ground from the battery to the frame. Don't know if its the same set up in a Viper. But removing the ground and scuffing up the contact and frame fixed my Prowler...
