That's common. The side sills are known for that. If you'll notice the corrosion is around the rivets. The rivets is what holds the heat shields inside. I had it on my 96. Not a big deal for most body shops to fix. Don't expect to replace as the side sills list for around 5k for each side...
With a big shot I think 100% at low RPM's (3000rpm) could mean disaster. That's the whole point of having a progressive controller. Bring it on in proportion to the power (rpm) range.

I mocked up on my FJO program to the numbers you gave and I got the following
Your settings
RPM Trigger = 2600
RPM End = 5700
RPM Cutoff =5750
Here are the results
2600=30%
2763=34%
2926=37%
3089=41%
3253=45%
3416=48%
3579=52%
3742=58%
3908=59%
4068=62%
4232=67%
4395=71%
4558=74%...
If you have the RPM end @5700 it is not at 100% @ 3089. I had this same problem with mine in the beginning. Change your RPM End to something like 4200 and you will notice the graph will not change. Just the bar. your NOS will then be 100% at 4200 up to 5750

Cheapest and best way is to keep your exhaust in tack and change the cats. You'll gain sound and some extra HP along the way. You can go catless too but that depends on your local laws and personal choice. Not to mention you'll get an extra bonus "Much reduced heat coming from your side sills"...

I use a NX system with a FJO mini progressive controller.

It's basically a piggyback. The front fuse will continue to fuse your existing accessory (whatever that is) and the back fuse will give power to the wire lead.
As far as being "Hot" when the key is on just take a test light and pick a fuse in the panel (I would pick a 10amp up to a 20amp)...
These work nice and you don't have to tap into anything. You should be able to find it at your local auto parts store. They also should have then for both fuse types.

Are you sure you tapped into the right wire coming off of your TPS.
It has three.
One is a ground
One is 5v power supply
One is for signal.
Not knowing what color your wires are for your year of car I'm guessing you could have tapped into the 5v power supply and not the signal...
