I would check your plug wires. As it sounds like you are dropping cylinders. At that low of an RPM there is an increased load on them, added with the moisture in the air would make marginal wires/defective wires act poorly. That's where I would start. We see that alot here in the shop when wet...
I had to remove mine to change the pressure regulator as well. Dang that is some good sealant! Just work your way all around the panel with a 1" wide putty knife. The 1" allows it to be flexible enough yet rigid enough to get through. Once you get all around it will come loose with just a little...

Move to a drier climate. Not much else aside from complete stripping and repainting is going to help. My concern would be about the areas you CAN'T see. Just my .02
The other thing to remember is that BJ Auctions are "no reserve". Therefor he cannot protect his investment. That is probably why he is going with the other auction service, just my guess.
